Position Overview – Head of Service oversees general operation of Mental Health programming within the Short-Term Residential Therapeutic Program, including monitoring of budgets, staffing levels and compliance with county, state and federal regulations. Ensures the integration of therapeutic services in the residential program. Monitor overall operations of the facilities and ensure that all maintenance and documentation is completed in a timely manner. Implement and develop quality clinical care for STRTP youth clients.

The Head of Service (HOS) oversees the provision of Specialty Mental Health Services in the agency STRTP program. Is responsible for overseeing and developing the Clinical department including hiring, supervision, and evaluation and scheduling. Develop, plan and implement strategies for program continuation and growth. Provide clinical training to clinical staff and interns. This position must have a positive and supportive attitude toward the agency and its overall success.

Work Hours: Minimum of 40 and based on needs of STRTP

RESPONSIBILITIES

· The head of service is responsible for the STRTP mental health program’s compliance with STRTP mental health regulations and applicable laws. The head of service shall manage the clinical and administrative components of the STRTP mental health program. The head of service’s responsibilities shall include, but are not limited to, the following specific tasks:

(1) Maintaining a safe, healthy, and therapeutic environment at the STRTP.

(2) Ensuring that each child admitted to the program has a mental health assessment.

(3) Ensuring that each child in the STRTP has commonality of needs with the other children in the STRTP, including whether the child’s presence is adverse to the safety or mental health needs of the child or other children admitted to the STRTP.

(4) Ensuring the mental health services identified on each treatment plan are provided and appropriate to meet the individual needs of the child.

(5) Monitoring the quality of the mental health services provided to the children.

(6) Making arrangements, including transportation, for children to receive mental health services that cannot be provided by the STRTP.

(7) Arrangements for special provision of mental health services to children with disabilities including visual and auditory impairment.

(8) Ensuring that documentation and recordkeeping requirements are met.

(9) Development of mental health staff schedules, training schedules, mental health treatment service schedules, medication schedules, and any other schedules for the operation of the STRTP mental health program.

 

· HOS will supervise and manage the clinical staff, which may include but is not limited to: Rehab specialist, and other master’s level employees.

· HOS will ensure quality delivery of care by working closely with agency leadership to safeguard quality, efficient treatment is provided, in a cost-effective manner, meeting federal, state and county standards.

· HOS will ensure the needs of incoming children and youth correspond with the services available at intake. HOS will play a prominent role in decisions regarding placement. HOS is responsible for ensuring all treatment plans; transition plans and progress notes and reports are properly documented in compliance with all applicable regulations, policies and procedures. The HOS will ensure that all required documentation, including Medi- Cal billing information, is completed and submitted on time. HOS works closely with other contracted specialists to ensure that appropriate and coordinated care is being provided for each resident.

 

OTHER RESPONSIBILITIES TO MEET AGENCY NEEDS:

 

1. Assure STRTP expectations are implemented and followed.

2. Assure all appointments for youth are properly scheduled including consulting with the program director to avoid scheduling conflicts and transporting clients if that need arises.

3. Practice welcoming strategies to any and all visiting community partners.

4. Work with community-based agencies such as schools and families of youth to maximize continuity of care.

5. When milieu staff transport other clients and leave one staff behind, the HOS will accompany the remaining staff on the floor

6. Participate in areas of training for staff.

7. Ensure that clients are safely transported to outings and appointments.

8. Assist with self-administered medication.

9. Administer discipline and set limitations for behavior and conduct.

10. Assist youth with academic studies, homework, and school projects.

11. Ensure that common areas of the home meet CARF standards relative to cleanliness and organization.

12. Any other duties as assigned

 

QUALIFICATIONS:

(a) The short-term residential therapeutic program shall have a head of service employed forty hours per week and responsible for managing the short- term residential therapeutic program in compliance with this protocol and applicable laws and regulations.

(b) The head of service may also serve as the administrator of a short-term residential therapeutic program, but may not serve as the head of service or administrator for more than one short-term residential therapeutic program.

(c) The head of service shall meet the requirements of one of the professional disciplines in Sections 623 through 630 of Title 9 of the California Code of Regulations.

(d) The head of service shall be responsible for ensuring that children receive appropriate mental health treatment services and that the mental health treatment services are documented and reports are completed timely as required by this protocol.

(e) If the head of service is not a physician, psychologist, licensed clinical social workers, marriage and family therapist, registered nurse, or waivered/registered professional, the head of service performs the head of service duties under the direction of one or more of the following:

· Physician or psychiatrist who meets the education and experience requirements in section 623

· Psychologist who meets the education and experience requirements in section 624

· Licensed Clinical Social Worker who meets the education and experience requirements in section 625

· Licensed Marriage and Family Therapist who meets the education and experience requirements in section 626

· Licensed Professional Clinical Counselor who meets the education and experience requirements in section 626

· Nurse who meets the education and experience requirements in sections 627 or 628.

 

REQUIREMENTS:

· Possess the required education and experience to meet the requirements detailed above

· Possess a license with the Board of Behavioral Sciences or the Board of Psychology and have two years of post-master's experience in a Mental Health Setting, preferred.

· Must have 2 years previous experience working with (child/youth/NMD).

· Ability to pass a CCL criminal background check.

· Good driving record and valid CA license.

· Previous supervisory and related experience, such as Child Welfare, Probation or, program management and team leadership
