Job Title: Contracts Specialist
Employment Type: W2 Contract
Work Authorization: US Citizen
Security Clearance: Security clearance is required for this role; candidates must meet eligibility criteria
Work Mode: (Initial On-Site with 5 days a week and some possibility of Remote work after few months)
Place of Performance: Washington, DC.

 

Position overview:

The Contracts Specialist will perform contract administration activities for significant, highly specialized procurement for the Office of Acquisition Management (OAM).

 

Responsibilities:

  • Assist in conducting market research and market surveys, preparing pre-award notices.
  • Provide advice, guidance, and recommendations for acquisition plans (approaches, options, strategies, risks, contracting methods, competition, sources, cost, milestone schedule).
  • Assist Bureaus and Divisions in preparing acquisition plans, IGCEs, justifications, and other contract file documentation.
  • Provide consultation and recommendations to program managers for preparing Statements of Work (SOW), Statement of Objectives (SOO), and other requirements documents.
  • Prepare Request for Quotes (RFQs), Request for Proposals (RFPs), and Combined Synopsis/Solicitations using Momentum, ensuring appropriate terms and conditions.
  • Support proposal and quote evaluations, including price/cost analysis and technical analysis.
  • Work with evaluators and Contracting Officer (CO) to identify pre-negotiation objectives and assist with discussions with Offerors.
  • Prepare final contract award and contract file documents for purchase orders, task/delivery orders, and stand-alone contracts in Momentum.
  • Distribute contracts and report actions into the Federal Procurement Data System (FPDS) via PRISM.
  • Provide contract administration support, including reviewing contractor performance, developing contract modifications, and investigating discrepancies.
  • Prepare documentation for contract modifications (e.g., exercising options) using Momentum.
  • Monitor contractor performance, schedules, milestones, and compliance with contract terms.
  • Assist in resolving performance problems and process contractor invoices, including contract funding status management.

  • Personnel action coding (SF-52, SF-50)
  • Position description assessment and basic classification support
  • Vacancy announcement creation and candidate assessment

 

Experience Required: ​​

  • Minimum of 3-5 years of progressively responsible federal contracting experience, including work with complex or high-dollar acquisitions.

 

Relevant Certification:

  • Federal Acquisition Certification in Contracting (FAC-C) is desired but not required.

 

Educational Qualifications:

  • Bachelor’s degree or higher with at least 24 semester hours in any combination of Accounting, Business, Finance, Law, Contracts, Purchasing, Economics, Industrial Management, Marketing, Quantitative Methods, or Organization and Management.
