Position Summary
This position is responsible for effectively and efficiently operating and maintaining the entire property as a functional, safe and clean facility, including all mechanical systems and maintenance functions throughout the property. This person will lead a team comprising of a Facilities Superintendent and three technicians, manage all on-site vendors, liaise regularly with tenants, assist in budgeting and capital planning, oversee major projects and tenant buildouts and must possess in depth knowledge of HVAC, plumbing and electrical systems.
Position Duties and Responsibilities
- Provides administration and organization of all activities related to the physical operation of the property, including, but not limited to, staffing, contract services, repair & maintenance, construction, risk management, energy management.
- Collaborates with the General Manager to develop and manage annual operating budgets and long-term capital plans.
- Recruits, supervises and mentors the Facilities Team, fostering a culture of excellence and continuous improvement.
- Maintains good tenant relations through prompt and courteous response to tenant requests within the guidelines set forth by Olshan Properties.
- Manages and oversees work order system (MaintainX) and distribution of work orders.
- Manages and oversees maintenance and operation of building automation systems.
- Coordinates & facilitates completion of necessary repairs to HVAC, plumbing, electrical, masonry, roofing, storm drains, windows, doors and various sorts of interior and exterior maintenance.
- Monitors the local tenant construction buildout process including liaison with Fairfax County Building Authorities, Fire Marshals, and Olshan corporate development and coordination staff.
- Coordinates & facilitates life safety tests, ensures compliance of all systems including but not limited to permits, licenses etc. and keeps accurate logs.
- Understands concrete and asphalt as it relates to the sidewalks, roadways and garages on the property; oversees repair and maintenance and preventative maintenance of both.
- Oversees inventory and equipment control as designated by immediate supervisor.
- Inspects, monitors and oversees the sanitation systems, grease traps, stormwater and associated regulations.
- Notifies General Manager concerning the need for major repairs or additions to lighting, heating and ventilating equipment and other building systems.
- Stays abreast of emerging technologies relevant to facilities management and smart building technologies, to enhance operational efficiency and service delivery.
- Understands electrical distribution on the property; works with utility company when needed.
- Manages the purchase and inventory of supplies and tools.
- Maintains the integrity of all mechanical and storage spaces.
- Performs preventative maintenance and maintains engineering logs and files, where appropriate, including but not limited to: RTU PM and repairs, roof repairs log, chemical usage logs, maintenance time logs, MSDS logs.
- Reviews on a regular basis and is prepared to follow up all current emergency procedures set for by Olshan Properties to the assigned property.
- Assists and oversees event set-up and take down, as well as installation of holiday décor.
- Assists and oversees property snow removal efforts.
- Manages the fiscal activities of the retail common area expenses of the property, such as departmental bookkeeping, operations analysis, budget preparation and management, business planning, etc.
- Carries out other duties as assigned by General Manager. Assists with the strategic planning of the property including expansions or upgrades that align with the property’s long-term goals.
- Negotiates with vendors for fair prices. Manges relationships with vendors ensuring quality and timely delivery of services. Maintains ethical, professional and courteous relations with contractors.
- Create purchase orders and/or approve Invoices and ensure proper GL coding is accurately applied.
- Review and prepare contracts to company standards fulfilling all insurance and other requirements.
- Protect employer’s privacy and data; keep passwords safe.
Knowledge and Skill
- Working knowledge and able to perform general maintenance and operations of HVAC equipment, including adjustments and changes to HVAC equipment.
- Must possess knowledge, understanding and working experience of construction, plumbing, electricity, roofs, parking logs, garages and general building maintenance.
- Must use proper English when interacting with tenants, coworkers and customers.
- Must be able to interpret a variety of instructions furnished in written, oral or schedule form.
- Must be able to identify and solve mechanical problems.
- Understands basic building design and operation, i.e. fire system, HVAC system, electrical distribution system and plumbing.
- Ability to read blueprints.
- Must be able to inspect and repair machinery and physical property.
- Works at heights greater than 20 feet.
- Detects emergency alarms – audible and/or visual.
- Reads and understands equipment instruction manuals.
- Must be able to walk and stand for long periods of time as well as climb stairs and ladders.
- Must be able to lift up to 50 pounds.
- Maintains calm demeanor in emergency situations.
- Strong leadership and team management abilities.
- Working environment varies including indoors and outdoors.
- Must be able to work evenings and weekends when needed.
Qualifications
- Seven years of facilities operations/maintenance; HVAC, plumbing systems, electrical, masonry, roofing, storm water and general construction required.
- Three to five years of previous supervisory experience required.
- Professional certifications such as Certified Facility Manager (CFM) or Facility Management Professional (FMP) preferred.
- Four-year degree preferred.
