Job Description

ResiliEnt Business Solutions on behalf of our contract with the State of South Carolina is seeking a Technical Writer / Business Analyst to support the multi-year Medicaid Enterprise System (MES) Modernization initiative. This position will be working within SCDHHS. The role focuses on developing and maintaining Advanced Planning Documents (APDs) required for federal compliance, reporting, and funding. This position is part of the DASH program—a strategic initiative modernizing the agency’s IT and operations landscape.

Responsibilities

Develop and maintain APDs and tech documentation aligned with CMS standards
Collaborate with project teams, vendors, budget analysts, and business leads
Translate technical concepts and business requirements into clear documentation
Conduct research and compile data to create meaningful narratives and updates
Create SOPs, policies, procedures, and financial justification documents
Organize documentation according to federal and agency standards
Coordinate with internal teams to finalize planning documents on schedule
Monitor regulatory updates and ensure compliance in submitted materials

✅ Required Skills

3+ years developing and maintaining Advanced Planning Documents (APDs)
3+ years experience in Medicaid, Health IT, or health insurance/public sector
Strong technical writing and project documentation experience
Excellent written and verbal communication skills
Experience with Microsoft Office Suite: Word, Excel, PowerPoint
Bachelor’s degree in technical, business, or healthcare field (or equivalent experience)
