We are seeking to hire an on-site Contract Maintenance Manager for a contract position to support operations. The Contract Maintenance Manager/QCM will be responsible for the performance of all operations, maintenance, repair, and facility management support tasks and functions. This position has full authority and responsibility for assuring performance objectives and standards identified in the contract are met. This includes legal compliance and customer expectations. Must be available during normal working hours (currently Monday-Friday, 0730 to 1630), and during non-duty hours for emergencies.
Responsibilities include the following. Other duties may be assigned.
- Coordinate closely with the governments Facility Manager (FM) and/or Contract Officer Representative (COR) in providing reports, scheduling services, sharing program status, and making best practice recommendations.
- Ensure corrective maintenance and preventative maintenance is completed in compliance with contract requirements.
- Resolve conflicts, identified deficiencies, and issue follow-up reports and corrective action requirements.
- Maintain program documentation and records for The Joint Commission (TJC) requirements, contract deliverables and plans, training, staff certifications and licenses, and permits.
- Provide subcontractor and vendor management, including performance reviews and necessary follow-up actions.
- Develops scopes of work, contractor selection and management, and successful execution of site upgrades and repair projects. Maintains Project records and documentation.
- Hires, fires, and disciplines project employees.
- Assess employee incentive awards.
- Responsible for support staff coordination and ensuring required supervision of Contractor personnel is present during normal and other-than-normal duty hours.
- Ensure that all employees are properly trained and licensed, if required, prior to their appointment to a position or prior to operating equipment associated with a position.
- Respond to Government requirements which occur throughout the life of the contract, including contract requirements for data accumulation and submission.
- Responsible for administration, performance and integrity of the Quality Management System (QMS)
- Authority to act on behalf of the Contractor to direct staff in the removal, rework, or replacement of defective materials or poor-quality workmanship.
- Performs Inspections, Identifies Corrective and Preventive Actions, and performs Follow-up Activities.
- Prepares and Documents quality plans, policies, procedures and summaries, to include subcontract activities.
- Plans and conducts internal audits.
- Maintains the confidentiality of sensitive and proprietary company information and promotes quality awareness.
- Issues purchase orders and maintains the site purchase order log.
- Successfully manages, performs, and maintains the company Safety Program as directed by the Corporate Safety Officer.
Education and/or Work Experience Requirements
The CMM shall be technically qualified in the field of Healthcare Facilities Management and shall, as a minimum, have three (3) years’ experience in a business occupancy medical facility operations and maintenance and minimum five (5) years’ experience servicing and/or renovating commercial buildings, including supervision of a diversified work force responsible for operations, maintenance, and repair of commercial building infrastructure systems. The CMM shall be familiar with the various codes and standards applicable to the O&M tasks covered by the PWS, TJC, NFPA, EPA, and OSHA codes and standards. The CMM will be able to read, write, speak, and understand English. An American Society for Healthcare Engineering (ASHE) and Certified Healthcare Facility Manager (CHFM) certification for the CMM is desirable. Proven ability to develop Quality Plans and Procedures. Must possess a valid state driver’s license and insurable driving record. Must possess or be able to obtain a NACI (National Agency Check with Inquiries). Excellent computer proficiency (MS Office – Word, Excel and Outlook) is required.
