Synopsis
The TBIT Refresh Assistant Project Manager
reports to the TBIT Refresh Project Managerand is responsible for assisting the TBIT Refresh Project Manager with managing the scope,schedule and operational interfaces of all design and construction-related activities forTDIP's Terminal Refresh project. The Terminal Refresh project covers the TBIT departuresand arrivals halls. It is intended to address outdated finishes and passenger processingfunctions in areas of the airport that have not had major renovations over the past 10 years. The renewal of certain mechanical, electrical and plumbing assets will also be included inthe project. The characteristics of the candidate shall display a solid understanding andexperience of interior renovation projects within an active operating environment (aviation,transportation, retail, manufacturing, etc.). The ability to lead a collaboration ofstakeholders, designers and contractors will be critical to the program's success.

Professional Experience Level/Other Qualifications
- 10 years or more experience, preferably on airport projects
- Experience with projects more than $50 million in value.
- Experience with various delivery methods, including Design-Bid-Build,Design+CMAR and Design/Build
- Proven ability to perform in a management capacity
- Excellent written and oral communication skills and a thorough knowledge ofindustry practices and regulations
Education/Training
- Bachelor's degree in Architecture, Aviation, Business, Engineering, ConstructionManagement, Planning or other related technical field required
- Master's degree preferred
- Optional certifications may include AAAE, LEED, PE, PMP, AICP, etc. or any otherrelevant professional license or certifications.
Hardware/Software Knowledge
- Proficient in Microsoft Office Suite and Bluebeam
- Ability to work in CAD or REVIT preferred

- Ability to assemble KPI's and decisions needed for Governance and presentation toothers, including the executive staff
- Maintaining an excellent working relationship with the design and constructionprofessionals geared towards open communications and mutual problem solving inthe best interest of the project and all other parties involved
- Developing and maintaining a high level of team morale through professionalismthat reflects well on the project team, external stakeholders and LAWA/internalstakeholders
Supports the PM's execution of the following duties:
- Primary liaison and airport/owner representative responsible for directing andmanaging the project
- Responsible for scope development and scope management of the project tomeet project goals and objectives
- Develop the RFP and oversee the procurement process for designers andcontractors
- Providing direction and management for assigned project and ensuring on-schedule completion within or below budget in accordance with contractualobligations
- Planning and defining program goals and devising methods to accomplish them,developing in-depth knowledge of owner objectives, contract terms, and airportpolicies
- Planning, directing, supervising and controlling the execution of all technical, fiscal,and administrative functions of the assigned project
- Working with team members and airport management to develop budgets,schedules, and plan for the various elements of a project
- Oversees owner's staff that manages full project delivery including stake holderinterfaces
- Managing project scope to meet or exceed project goals and objectives
- Abilities to identify and study options to complex design, operational orconstructability issues
- Ability to conduct field surveys and investigations to capture detailed and accuratefield conditions. This information shall be used to enable strategic design andconstruction decisions
- Maintaining documentation on the approved scope of work for the project toinclude all related agreements, authorizations, reports, drawings and specifications. This documentation shall include narratives for all scopes of work as well as acoordinated CAD representation including all projects for key disciplines
- Overseeing the Design Manager who will be managing the design process duringdesign and construction including resolution of technical design issues, issuing designnon-compliances, issuing field non-conformances, timely processing of RFI's,coordinating shop drawing reviews, participation in and approval of factory and siteacceptance tests, coordinating material approvals, coordinating mock up approvals,providing reports, drawings and specification interpretation, participation in testingand commissioning activities, managing the punch list process and other activities asrequired to ensure the design process supports the project goals
- Overseeing the Design Manager who will be managing the Design Review Team(DRT) design review process for assigned project(s) through all phases of designincluding significant design changes during construction
- Monitoring and leading efforts related to the permitting process required by thedesign team and contractor
- Overseeing the construction process to remove and mitigate obstacles that causeinefficiencies to the construction process
- Becoming thoroughly familiar with required contractual obligations and technicalaspects of all facilities to be erected
- Ensuring all work is being performed with and inspected to the latest versions ofplans and specifications including approved changes, submittals, and RFI's
- Working with designer, contractor and stakeholders to develop the overallplanning of construction activities and identifying critical milestones and priorities
- Keeping alert to possible problem areas and taking preventative action to ensurecritical milestones are met for each phase of the project
- Ensuring the use of safe and sound construction practices
- Preparing reports summarizing progress of construction activities for seniormanagement
- Reviewing change proposals for contractual compliance and alignment with fairmarket value
- Preparing a monthly risk report for the Program Board
- Monitoring adherence to Quality Assurance/Quality Control Plan, and otherdocuments as required and promoting excellence on the project through theapplication of Quality Assurance processes
- Enforcing the program requirements for all areas of the project and monitoring thedraft and final deliverables for adherence to these criteria
- Reviewing pay applications to ensure proper verification of completed work andcompliance with contract requirements
- Working with the key project individual to devise and execute action plans torectify potential cost overruns or delays, or to accommodate significant changes tothe scope of work
- Assuring that current and timely change orders are documented and administeredproperly
- Participating in all necessary coordination meeting with designer, contractor andstakeholders
- Managing the closeout process to ensure all documentation is completed asquickly as possible to efficiently close the project without incurring unnecessary costs
- Safety performance well above industry standards

- LAWA will provide a desktop computer that can be VPN'd into or a laptopcomputer
- Consultant MUST have a company-provided laptop computer. This is required forcompany business and to VPN into LAWA system when away from the office asnecessary
- Cell phone provided by consultant is required
- This is NOT a work from home position
- This is a salaried position based on 40 hours per week at the applicable all-in laborrate.
- This is a Monday-Friday full-time position in the office or on the project site at LAX
- After hours or weekend work may be required to perform the duties of the position. This shall be considered part of the salary
