Summary
Under the supervision of the Senior Program Manager, the Clinical Testing Program Coordinator will assist in the development, design, coordination, and administration of HIV/AIDS prevention activities. The Clinical Testing Program Coordinator will provide culturally affirming/competent support interventions and programs for individuals at high-risk for HIV, HIV infected and affected clients and will be involved with all components of behavioral health and psychosocial support programming. Ability to work with diverse ethnic and cultural communities is a must, including, but not limited to the following target populations: people of color, gay/lesbian/bisexual/transgender/questioning individuals, monolingual and/or documented immigrants, substance users, and homeless persons, of varying ages. This is a full-time position and will require flexible hours including evenings, weekends, and some holidays.


Essential Functions
1. Assist high-risk HIV-negative individuals with resources and referrals to appropriate HIV prevention, HIV/STI screenings, biomedical interventions (PrEP/PEP), and/or other ancillary support services.
2. Provide individual risk reduction counseling and HIV/STI testing using evidence/based practices.
3. Provide support to clients to ensure successful linkage and retention to appropriate prevention, biomedical, and/or medical services and programs.
4. Obtain information on health insurance programs and other public health services for patients and assist with the submission of patient applications.
5. Conduct patient follow-up to ensure services were obtained and provide additional support as needed.
6. Conduct outreach and client engagement/recruitment activities for various internal APAIT programs.
7. Provide group sessions regarding substance abuse and HIV/AIDS risks as well as individual risk counseling.
8. Implement programmatic scope of work at a minimum of 85% completion rate.
9. Report on intervention activities and propose strategies to address challenges in implementation and emerging trends.
10. Provide necessary program documentation including the completion of reports, administration of evaluation tools, project information, program data, and other program related assignments.
11. Represent the agency by attending local planning groups, community forums, and collaboration meetings as assigned.
12. Other projects as assigned to meet program and agency mission, goals and objectives.
13. Ability to work overtime and perform duties during weekends, holiday, and evenings when required; Other duties as required.
14. Maintain and uphold Agency mission statement, values, policies, procedures, and principles.
15. Regular attendance.


Minimum Qualifications - Knowledge, Skills and Abilities Required
1. Active phlebotomy certificate (CPT I—Certified Phlebotomy Technician I)
2. HIV/HCV Testing and Counseling Certificate.
3. Bachelor's degree or GED equivalent plus a minimum of one year experience in behavioral health and/or HIV/AIDS work.
4. Knowledge of HIV/AIDS, mental health, and substance abuse issues.
5. Knowledge and demonstrated experience in working with racial/ethnic minority, impoverished and under-served communities and groups, including young adults.
6. Bilingual capacity; preferably in Spanish and/or Asian language.
7. Computer skills in use of word processing, spreadsheets and database programs.
8. Ability to work with clients from diverse cultural, ethnic, and socio-economic backgrounds.

9. Strong interpersonal skills and ability to relate to staff from a variety of cultures, languages, and educational backgrounds.
10. Ability to work with diverse communities (e.g., multi-gender, ethnic, generation, bilingual, lesbian, gay, bisexual, transgender, substance use).
11. Experience and knowledge of MS Office and Outlook software.
12. Strong written and oral skills necessary for program narrative reporting and presentations.
13. Ability to coordinate multiple projects/tasks simultaneously in a high-pressure environment.
14. Good problem solving and conflict resolution skills.
15. Valid California Driver’s License, plus proof of car insurance; reliable transportation.
16. Verification of employment eligibility and passing of background check.
17.Updated tuberculosis test (annual requirement) – read, reviewed, and dated by a clinician.


Non-Essential Qualifications - Knowledge, Skills, and Abilities
1. Experience working in a non-profit community-based organization.
2. CA HIV/HCV Testing and Counseling certification is also preferred.

Supervisory Responsibilities
1. This incumbent does not have formal supervisory responsibilities.

Environmental Conditions (Working Conditions)
1. Ergonomically safe office environment with desktop computer, desk, chair, natural light from windows.
2. Outreach in nightclubs, massage parlors, bathhouses, and other outreach venues that target population frequents. Must be comfortable with environmental conditions at the outreach locations, such as noise level, aggressive patrons, substance use, etc.
3. Exposure to vehicles in motion.
4. Moderate local travel (<25%) required to attend off-site meetings and conferences.

Physical Requirements
1. While performing this job, this position typically involves time driving sitting, standing, walking, carrying (max. 20 lbs.), lifting (max. 20 lbs.), listening, and speaking.

Mental Requirements
1.This position requires someone that can accommodate to any/all the following: constant distractions, interruptions; uncontrollable changes in priorities/work schedules; and availability for on call/duty after regular working hours, and exposure to inappropriate behavior and language of others.
